Job Description:
- Health, Safety & Environment Specialist has the responsibility to partnering with HSE Manager on developing and maintaining HSE systems, policies and procedures, which facilitate the Site's compliance with community expectations, Mars Corporate and Governmental laws, regulations and standards. The role has responsibility to help HSE Manager to give advice and assist line management to ensure compliance with these requirements.
- The HSE Specialist is helping HSE Manager on continuous improvement activity set that embodies prevention, pro-activity, risk assessment, knowledge/ competency development and associate involvement essential in the development of a zero-incident culture.
- Directly reports to the HSE Manager
Responsibilities
- Partnering with HSE Manager to establishes, communicates and monitors the site specific strategy and annual HSE plans in line with Global and Regional strategy inputs and drives continuous improvement
- Establishes /Implements HSE management system and procedures in line with Mars and local requirements.
- Provide technical expert in HSE for the site.
- Ensures investigation of all HSE related incidents utilizing specific tools to drive to root cause and identify actions to prevent recurrence.
- Drives completion of recognized corrective actions to prevent incident recurrence are effectively implemented, this includes execution of corrective actions developed from other site incidents.
- Deploy and maintain HSE standard to ensure all area comply with Mars standard and Thai regulation.
- Establish industrial workplace monitoring program and conduct daily site walk to monitoring and ensure each area comply with HSE requirement.
- Promote HSE culture by conduct activities to enhance associates knowledge and awareness.
- Ensure site security standard are maintain follow to Mars requirement by conduct auditing process to IFM who implement and deploy site security program.
- Conduct HSE training course to associates and contractor by follow to individual competency matrix and Mars requirement, Thai regulation.
- Organize and facilitate safety committee meeting and send minute of meeting to governance.
- Provide safety equipment and personal protective equipment for all associates best on specific risk of each task.
- Implement risk management system and environmental aspect and impact including training the process to all concern to ensure both current and new activities have a proper assess and control.
- Ensure all HSE permit and required report was submitted to governance within timeline.
- Involve for incident investigation process to find out the root cause and set preventive action and analyze site safety statistic trend.
- Ensure all facilities with HSE site are compliant to the Emergency Policy and Procedures and ensure a robust training program is in place to prepare the site for any of the identified emergency scenarios.
- Conduct occupational health assessment program to ensure all associate don't get any health impact from their task.
- To be an internal auditor to ensure site comply with HSE requirement and summarize report to HSE manager.
- Partnering with HSE Manager to take care of HSE for all aspects of the site.
- Can be HSE Manager representative to participate with site leadership team when needed (e.g. Factory Management Team)
- May be required to travel to support fresh eyes/internal audits and team meetings.
HSE Reporting & Daily Operations Support
- Ensure all internal and external HSE reporting is completed on time to the highest standards.
- Ensure coordination with government agencies on all regulatory reporting and certification applications.
- Ensure completion of site safety KPI reporting on the global HSE information system (Enablon)
- Ensure completion of the Daily Safety HSE Compliance score.
- Provide support to function leaders to investigate and follow up on daily safety reports.
- Assist function leaders to investigate any safety non-compliances and follow the HSE Disciplinary Process as per the Mars Global Safety Responsibility Guidelines.
- Conduct daily Safety Walks with Shift Managers and Site Leadership Team as required.
Qualifications
Education & Professional Qualification
- Bachelor's Degree or higher in Occupational Health and Safety, Engineering or other related Engineering or Science field.
- Safety license and/or professional safety office certification in line with Thai Safety and Health regulations will be highly desirable.
- 10 years in safety management field and have experience with below topic.
- ISO45001, ISO14001
- Security Management
- Occupational health management
- Good command in English both spoken and written.
- Experience to manage & develop a team Solid understanding of risk management principles in LOTO, WPT, WAH, Confined Space, Machine Safety & Contractor Management.
- Project Management experience in driving organization wide improvement programs
