Procurement expert within a firm is in charge of procuring goods, services, or tasks at the greatest feasible price and quality. They oversee the entire purchasing process, from identifying needs and selecting suppliers to negotiating contracts, placing orders, ensuring timely delivery, and verifying that the product and service purchased is in accordance with project specifications.
The Purchase Officer evaluates supplier performance, maintains accurate records of purchases, and monitors inventory levels. They aim to optimize costs, mitigate risks, and ensure that the company receives high-quality products and services that meet its needs. In essence, the Purchase Officer plays a critical role in managing the company's spending and ensuring that it gets the best value for its money.
Key Responsibilities
- Develop and implement procurement strategies aligned with the company's overall business objectives.
- Develop and implement performance metrics to measure the effectiveness of the procurement function.
- Oversee the procurement process from requisition to receipt, ensuring compliance with company policies and procedures.Identify and evaluate potential suppliers to ensure the best quality, price, and delivery terms.
- Negotiate contracts and agreements with vendors to ensure advantageous terms, competitive pricing, and adherence to quality standards that are appropriate for the project's scope.
- Overseeing import/customs clearance activities and duty/tax structures and incoterms.
- Monitor vendor performance, track key metrics, and provide feedback to ensure continuous improvement and optimal value.
- Monitor market trends and identify opportunities for cost savings and process improvements.
- Implement and utilize procurement software, e-procurement platforms, and other digital tools to automate tasks, track spending, and analyze data.
- Manage and Report the purchase budget while ensuring spending within the constraints of the budget. Collaborate with suppliers, vendors, and project managers to determine the goods and services required to accomplish projects in accordance with specifications of agreement.
- Work closely with Project manager, Marketing department, finance departments, and stakeholder to ensure smooth procurement operations and enhance supply chain efficiency
Qualifications
- Bachelor's degree in Business Administration, Supply Chain Management, or related field
- Proven experience (5+ years) in procurement or supply chain management
- Experience in purchasing IT Hardware, IT Software, IT service, or Technology industry is a plus.
- Good communication in English and negotiation skills is preferred.
- Demonstrated experience in negotiating contracts and managing supplier relationships
- Proficiency in procurement software and systems
- Strong analytical and problem-solving skills
- Excellent communication and interpersonal abilities
- Ability to lead and manage a team effectively
- Thorough understanding of procurement regulations and ethical standards
