Job Purpose
Ensure the reliability of all utility services at the Minburi site to support efficient operations, safety, cost-effectiveness, and minimal environmental impact. Maintain utility plants and company facilities effectively and economically. Oversee special projects to ensure they are completed on time, within budget, and with a focus on safety, quality, and environmental sustainability. Ensure compliance with ISO 9001:2000, OHSAS 18001, and ISO 14001 standards and facilitate adherence to Unilever's policies and activities.
Main Responsibilities
1. Policy Formulation:
Assist the Engineering Director in developing policies for the Engineering Department in line with business goals, covering:
Engineering organizational structure.
Safety procedures and energy use efficiency.
Job requisitions, implementation, and control processes.
Best practices in engineering services.
Training and development procedures for subordinates.
2. Advising Central Engineer Manager:
Manage the operation and maintenance of all utility equipment (boilers, air compressors, effluent systems, and electrical systems).
Oversee preventive maintenance to reduce breakdowns and control costs.
Ensure the effective management of facilities services.
Implement safety and environmental standards in compliance with ISO 14001 and OHSAS 18001.
3. Advising Other Departments:
Provide feedback on utility conditions, energy consumption, and cost calculations for utility services.
Share engineering knowledge and technology advancements across departments.
4. Planning:
Ensure the sufficient supply of all utility services.
Plan resources for projects, maintenance work, preventive maintenance, and utility services.
Manage stock materials, spare parts, and general use items efficiently.
Prepare project proposals and maintenance budgets.
Develop and train subordinates for future career progression.
5. Executive Tasks:
Manage engineering teams, consultants, and contractors throughout the project lifecycle, from evaluation to commissioning, including:
Preparing design concepts, specifications, and drawings.
Overseeing contractor bids, evaluations, and cost recommendations.
Ensuring projects are executed according to plan.
Oversee the preventive maintenance and operation of all utility systems and facilities, ensuring minimal energy consumption.
Foster strong inter-departmental relationships and provide technical advice as needed.
Train subordinates in advanced operation and maintenance techniques.
Handle confidential technical information and documentation with discretion.
Ensure compliance with safety, ISO standards, and any other assigned tasks.
Candidate Criteria
Experience & Qualification
Bachelor's degree in Engineering or a related field.
Minimum of 10 years of experience in engineering planning, design, construction, plant maintenance, or engineering management, such as roles in project management, maintenance management, or utility service management.
Technical Expertise:
Strong knowledge of utility systems (e.g., HVAC, electrical systems, boilers, air compressors, and effluent treatment).
Proficiency in preventive maintenance, energy management, and facilities management.
Familiarity with ISO standards (ISO 9001, ISO 14001) and OHSAS 18001.
Hands-on experience with energy optimization and efficiency techniques.
Leadership Skills:
Proven leadership abilities with experience managing engineering teams, contractors, and cross-functional collaboration.
Ability to train and mentor teams on advanced engineering practices.
Experience managing multi-disciplinary projects, from concept to completion, with strong project management skills.
Problem-Solving and Decision-Making:
Strong analytical and troubleshooting skills for resolving complex engineering and operational issues.
Ability to make critical decisions under pressure, balancing safety, cost, and quality.
Communication and Collaboration:
Excellent interpersonal and communication skills to effectively collaborate with various departments and external contractors.
Ability to convey technical knowledge to non-technical stakeholders.
Strong presentation and reporting skills for sharing project updates, cost analyses, and utility performance metrics.
Regulatory Knowledge:
In-depth understanding of health, safety, and environmental regulations applicable to utility and facility operations.
Experience ensuring compliance with local regulations, codes, and best practices related to plant utilities and environmental sustainability.
IT and Systems:
Proficiency in engineering software, CMMS (Computerized Maintenance Management Systems), and utility management tools.
Familiarity with SAP or similar ERP systems for managing maintenance operations and budgeting.
Certifications:
Relevant certifications in energy management, plant maintenance, or project management (e.g., PMP, CEM, CMMS certification) are highly desirable.
